The S-19 "Sheraton" was sold from April 1919 (hence the designation) until August of 1927. Judging from the serial number, this example would perhaps be from the early-mid '20s (Unfortunately there is no master list of Diamond Disc serial numbers, so dates are always going to be approximate).
The cabinet finish is mahogany: the outside has probably become blackened from being kept in a smoky or overheated environment. You can start by cleaning the finish with GoJo (non-pumice), and see whether that brings some of the color back.
Incidentally, is that a New Standard/Edisonic reproducer on there? If the sides of the weight are rounded, it most certainly is. The New Standard was introduced in 1927, and was offered as an upgrade for older Phonographs. Another way to check is to look for a spring between the stylus bar and diaphragm.
