I'm restoring a B-19. The underside of the motor plate has two holes which are threaded to attach the volume control slider. Unlike several spare Edison motors I have this machine does not have the slider attached. I read somewhere that the B-19 Chalet, in fact, did not come with the volume slider & ball. Believe the motor in this B-19 is original as the old original felt washers are still attached to the 3 motor mounts.

you need take a picture of it, so know what talking about. it not easy to pinpoint problem with out a picture.

To quote Frow's diamond disc book-
In it's early days the instrument [Chalet] was not sent out with a mute ball tone modulator.
So I would assume that your machine is an early B-19 & did not have the mute ball. That said, I'm sure the mute was available as an accessory, so adding one would not distract from the machines credibility, though personally I would leave it as is, just to keep the specifications as they left the factory.

I agree with Shane, If its too loud just stuff a bit of sock or other soft material part way into the horn an the effect will be about the same.
