Purchased a C19 mahogany Chippendale at auction. Cabinet & unit looked in very good shape and came with all the original paper work. Was told "it works". When I got it home, cleaned it up & oiled it & tried my first ReCreation & what a run-a-way. Couldn't slow down the chipmunks or the band. Tried t speed regulator but no effect. Did the paper test as described in the manual & got 70 revolutions in about 15 seconds!!!
What's the problem, is it fixable? Help!

Don't Panic!
First of all, have you properly disassembled and cleaned the motor? Take the motor out and examine the speed control and governor carefully. Give us some photos if possible.
Is the gearing between the mainspring and the governor engaging properly? Is the shaft on the speed control firmly attached to the lever that contacts the governor yoke? Are the governor felts intact? Are the governor bearings adjusted so that the felts are close enough to the disc? Do the governor springs flex smoothly and easily on the shaft?
One step at a time...
